It is important to note that most of the provisions that will have a major impact on the health insurance marketplace (and how employers look at health insurance) are not scheduled to go into effect until 2014. It is also important to note that many of the provisions in these legislative acts use ambiguous language, and there are many words in the legislation that still need to be defined clearly, like “unreasonable”, “actuarial”, and “grandfathered”. The HHS and IRS will be defining details, issuing regulations, and resolving the ambiguities. The immediate impact will include increased administrative responsibilities, potentially higher number of dependents on the plan, and increased costs related to plan and employer mandates.
